Obtaining atp certificates

To obtain an ATP certificate or its duplicate legal entities or individual entrepreneurs, which in accordance with the ATP is responsible for compliance with ATP (hereinafter – the applicants), send the application for an ATP certificate (hereinafter – the statement)

with the Appendix of documents in Federal state institution “Agency of automobile transport” (hereinafter – the FSI “Rosavtotrans”) at the address: 125480, Russian Federation, Moscow, Geroyev Panfilovtsev St., 24 or to the addresses of the branches of the FSI “Rosavtotrans”, published on the official website of the FSI “Rosavtotrans” under “Branches”.

The application for obtaining an atp certificate for new vehicles attached documents:

1. Extract from the Unified state register of legal entities (for legal entities);
2. Extract from the Unified state register of individual entrepreneurs (for individual entrepreneurs);
3. Power of attorney for the right to receive an ATP certificate from the owner of the vehicle if the applicant is not the owner of the vehicle;
4. Copy of certificate of registration of the vehicle (if the vehicle serves as a model for mass production);
5. Copy of passport of the vehicle (if the vehicle is not a model for mass production);
6. Copies of the document(s) confirming (their) base of operation of the vehicle, if the applicant is not the owner of the vehicle (provided that the vehicle serves as a model for mass production);
7. Copies of the protocol(s) testing of the vehicle or, in the case of serially produced, the test report vehicle of the reference vehicle in accordance with the requirements of the ATP issued by a testing station approved by the competent authority according to ATP Contracting parties;
8. Copy of the document confirming the calibration of the device is fitted to the vehicle, allowing the measurement of air temperature, its recording and storage of information received (during carriage of quick-frozen perishable foodstuffs) in accordance with Appendix 1 of Annex 2 to ATP and meets the requirements of the Federal law of June 26, 2008 N 102-FZ “On ensuring the uniformity of measurements” (hereinafter – the Law on uniformity of measurements);
9. Copies of documents issued in accordance with the requirements of the legislation of the Russian Federation on ensuring the uniformity of measurements, showing the calibration of equipment and measuring instruments used for the carriage of quick-frozen perishable foodstuffs;
10. Technical information about the vehicle (for vehicle mass production), due to the clearance provided by the vehicle manufacturer or his authorized representative. This information should cover the items listed in the description of the vehicle given in the test report and must be written in Russian language.

The application for obtaining an atp certificate for vehicles in operation, with attached documents:

1. Extract from the Unified state register of legal entities. For individual entrepreneurs – an extract from the Uniform state register of individual entrepreneurs;
2. Copy of certificate of registration of the vehicle;
3. Copy of passport of the vehicle;
4. Copies of the document(s) confirming(their) base of operation of the vehicle, if the applicant is not the owner of the vehicle;
5. Copy of the protocol(s) testing of the vehicle or, in the case of serially produced, the test vehicle, which serves as a model vehicle in accordance with the requirements of the ATP issued by a testing station approved by the competent authority according to ATP Contracting parties;
6. Copy of the protocol(s) of expert(s) verification(s) of the vehicle in accordance with the requirements of the ATP issued by experts, authorized by the competent authorities according to ATP Contracting parties;
7. Copy of the document confirming the instrument calibration, which equipped vehicle that allows you to measure air temperature, the recording and storing of information received (during carriage of quick-frozen perishable foodstuffs) in accordance with Appendix 1 of Annex 2 to ATP and satisfying the Law of unity of measurements;
8. Copies of documents issued in accordance with the requirements of the legislation of the Russian Federation on ensuring the uniformity of measurements, showing the calibration of equipment and measuring instruments used for the carriage of quick-frozen perishable foodstuffs;
9. Technical information about vehicle (for vehicle mass production), due to the clearance provided by the vehicle manufacturer or his authorized representative. This information should cover the items listed in the description of the vehicle given in the test report and must be written in Russian language.

The application for obtaining an atp certificate instead of a temporary atp certificate attached documents:

1. Extract from the Unified state register of legal entities. For individual entrepreneurs – an extract from the Uniform state register of individual entrepreneurs;
2. Copy of certificate of registration of the vehicle;
3. Copy of passport of the vehicle;
4. Copies of the document(s) confirming(their) base of operation of the vehicle, if the applicant is not the owner of the vehicle;
5. Copy model ATP certificate (original ATP certificate delivered by the applicant in obtaining an ATP certificate in the FSI “Rosavtotrans”);
6. Copy protocol(s) testing of the vehicle or, in the case of serially produced, the test vehicle is a model in accordance with the requirements of the ATP issued by a testing station approved by the competent authority according to ATP Contracting parties;
7. Copy of the protocol(s) of all of the expert vehicle inspections in accordance with the requirements of the ATP issued by the testing station or an expert approved by the competent authority under the ATP of the Contracting countries;
8. Copy of the document confirming the instrument calibration as is fitted to the vehicle, allowing the measurement of air temperature, its recording and storage of information received (during carriage of quick-frozen perishable foodstuffs) in accordance with Appendix 1 of Annex 2 to ATP and satisfying the Law of unity of measurements;
9. Copies of documents issued by the Federal Agency for Technical Regulation and Metrology in accordance with the requirements of the legislation of the Russian Federation on ensuring the uniformity of measurements, showing the Calibration of equipment and measuring instruments used for the carriage of quick-frozen perishable foodstuffs;
10. Technical information about the vehicle (for vehicle mass production), due to the clearance provided by the vehicle manufacturer or authorized representative; the information must cover the items listed in the description of the vehicle given in the test report and must be written in Russian language.

Documents are available as originals and/or copies of documents.

Copies must be bound, numbered and signed by the authorized officials of the applicant organization and the stamp of the organization (individual entrepreneur).

If copies of documents certified by the signature of the person acting under power of attorney, you must provide the proper authorization.

Signatures in documents and copies of documents must be deciphered.
